Online-Plattformen eröffnen zwar neue Möglichkeiten für Partizipation, Pluralismus und politische Meinungsäußerung, werden jedoch zugleich zu einem Nährboden für Feindseligkeiten, Desinformation und digital koordinierte Belästigungskampagnen – Phänomene, von denen insbesondere Politiker und Persönlichkeiten des öffentlichen Lebens betroffen sind. Darüber hinaus bergen diese Online-Räume erhebliche Risiken für die Qualität und Integrität der demokratischen Debatte. Der Umgang mit schädlichen Online-Äußerungen gegen Politiker wird somit zu einem Testfall für die Widerstandsfähigkeit demokratischer Werte im digitalen Zeitalter.
Aus einer vergleichenden europäischen Perspektive untersucht diese Konferenz verschiedene rechtliche und politische Ansätze, die darauf abzielen, die demokratische Debatte zu schützen und gleichzeitig die Offenheit im digitalen Raum zu bewahren.

While online platforms create new opportunities for participation, pluralism and political expression, they also become fertile ground for hostility, disinformation and digitally coordinated harassment campaigns – phenomena that particularly affect politicians and public figures. Moreover, these online spheres pose significant risks to the quality and integrity of democratic debate. Addressing harmful online speech against politicians thus becomes a test case for the resilience of democratic values in the digital age.
From a comparative European perspective, this conference explores diverse legal and policy approaches aimed at safeguarding democratic debate while preserving openness in the digital sphere.
